About the Action Fund

26.png
Our history
We’ve been moving the line for a while.

All* In Action Fund — formerly All* Above All Action Fund — was founded in 2016 as the first political organization led by women of color dedicated to ending the Hyde Amendment and building the political power of voters of color.

At the time, ending Hyde was treated as politically impossible.

We disagreed.

Putting Hyde on the political agenda

We testified during the Democratic Party platform process and helped secure an explicit commitment to ending the Hyde Amendment,  pushing abortion coverage into the national political conversation and helping establish it as an issue candidates could no longer ignore.

2018
Taking it to voters

We led voter canvassing programs in Delaware and Nevada, bringing conversations about reproductive freedom directly to communities.

2020-23
Building across movements

We participated in candidate forums, developed campaign briefings, built cross-movement political partnerships, and worked alongside state partners fighting anti-abortion ballot measures and advancing reproductive freedom.

2024
Mobilizing voters

We organized voters in Pennsylvania and North Carolina during a presidential election with enormous consequences for abortion access and reproductive freedom. Teamed up with XX and director to create a short film The Trial that showed the impact of the election on abortion bans.

Winning power

We supported Proposition 50 in California and helped elect reproductive justice champions to the Virginia House of Delegates.

And building what’s next

We're supporting bold candidates, growing a reproductive justice electorate, advancing an affirmative vision for our future, and organizing for the political fights ahead.

Nourbese Flint

President (She/Her)

Nourbese Flint is President of All* In Action Fund, where she helps lead the organization's vision for building durable political power around reproductive freedom — connecting policy, elections, culture, and organizing to move ideas from “too ambitious” to politically inevitable.

Before becoming President, Nourbese served as Vice President of Strategy for All* Above All and All* In Action Fund.

Previously, she was Senior Director of Black Engagement at Planned Parenthood Federation of America, where she strengthened partnerships with racial justice, reproductive justice, Black-serving, and civil rights organizations.

Before moving east, Nourbese was the founding Executive Director of Black Women for Wellness Action Project , the nation's first Black women's reproductive justice 501(c)(4) organization, where she led electoral campaigns to elect progressive candidates. She also served as Policy Director for Black Women for Wellness.

Nourbese is a founding member of Trust Black Women and the Black Women's Democratic Club, and her work and commentary have been featured by MSNBC, NPR, New York Times, CNN, The Left Hook, Newsweek, and other outlets.

At heart, she's a strategist with the soul of a futurist: deeply interested in who gets power, who gets heard, and what becomes possible when people stop accepting the world exactly as they've inherited it.

When she's not plotting a more just future, there's a good chance she's thinking about science fiction, storytelling, politics, or what she's making for dinner.

Victoria
Cepeida-Mojarro

Executive Director (She/Her)

Victoria Cepeda-Mojarro is a strategist, organizer, and movement builder with more than two decades of experience advancing immigrant rights, reproductive justice, racial equity, and health access.

As Executive Director of All* In Action Fund, Victoria leads the organization's political and electoral strategy, helping turn bold ideas into campaigns capable of shifting power.

Before joining All* In, Victoria spent five years at Groundswell Action Fund, supporting women-of-color-led reproductive justice organizations as a philanthropic practitioner. Throughout her career, she has brought a community-centered approach to building movements, developing leaders, and finding creative solutions to difficult political problems.

A Los Angeles native and daughter of Mexican immigrants, Victoria's commitment to justice is deeply rooted in her family and community. She serves on the boards of Black Women for Wellness Action Project and the Alliance for Youth Action — and, because apparently that wasn't enough governance, her daughters' PTA.

Off the clock, you'll find her reading, gardening, dancing to house music, catching live shows, and raising three brilliant kids.

Bianca

Deputy Director of Movement and Politics (She/Her)

Bianca is an organizer and political strategist who knows that lasting power starts with relationships.

Her career began in grassroots organizing alongside Asian American women and aunties in Georgia, where she trained emerging leaders in power-building and reproductive justice, organized multilingual voter outreach, managed organizers and canvassers, and helped design statewide voter-turnout programs for Georgia's 2020 general and runoff elections.

At All* In, Bianca leads electoral strategy and movement partnerships — including candidate endorsements, political coordination, volunteer voter outreach, and community-building programs like Books & Brilliance.

Her superpower is bringing people together around a shared purpose and turning that connection into action.

A committed Capricorn, Bianca believes in working hard and having an appropriately ambitious amount of fun afterward.

Her adventures have included cliff-jumping in Greece and hiking a volcano in Guatemala, so apparently ordinary vacations were never really on the table.
